I have a normal XUbuntu installation, kept up-to-date with timely updates offered by the system.

In my installation, two panels were shown: One in the upper side of the screen and the other in its lower edge. The "Panel" applet was ordered to automatically hide the panels when not in use.

However, the system "decided" to get rid of the panels a couple of days ago, so keeping me from using the system as usual.

I tried to use the XFCE config tool, but trying to run "Panel" from it proved useless.

I also tried to use "Working Areas" to increase the size of the screen space reserved for the taskbars. Useless as well.

Maybe I inadvertently changed some setting. If so, how to recover from it?
If this is a bug, do you have any fix on its way?

Yeah, it did!

In fact, the bars do show the changes I was trying to introduce into the screen apppearance.

Last questions: What may have I done to reach that point? Any idea?
When I tried to open the "Panel" section in "Config", nothing happened. Why?

If you use the 4.8 panel and open the properties (from the settings) and no running panel is found, it will ask you to if you want to start it. In 4.6 and earlier some warning is written to the command line that no running panel was found.

Thanks again for the comments.
I am not that familiar with XUbuntu (or, for that matter, with Linux altogether) yet. I was using the graphic applet so I didn't see any comment.
What else could have I done?
