If the notification area is located on the right side of the panel, and the user moves his or her mouse over an icon in the notification area, a hint is showing. If the application updates that hint, the text is updated on the screen, too. But if there is no space left to the right to display the whole text, only the beginning of the text is displaying (i.e. the rest of the text goes off the screen). I think, it would be better to move the hint left in that case, so it fits the screen.
