Every time I start system (or restart panels), I have windows from all monitors visible on all Window Buttons applets.
Settings Editor shows, that 'include-all-monitors' property is set to false.

Way to reproduce bug:
1. Open Properties of Window Buttons.
2. Uncheck 'Show windows from all monitors'.
3. Restart xfce4-panel (killall -HUP xfce4-panel).

Way to get wanted behavior:
1. Open Properties of Window Buttons.
2. Check 'Show windows from all monitors'.
3. Uncheck 'Show windows from all monitors'.

I'm not sure if it's important, but I'm using NVIDIA proprietary driver and screens are configured as TwinView.
