The panel appears only on the desktop it was started, but does not remain sticky as expected.  I'm using plain openbox without xfce stuff on Archlinux. I also removed the old configs, same problem.
As a workaround I set the openbox internal application settings to sticky in ~/.config/openbox/rc.xml:

        <desktop>all</desktop>

[/quote]
Now it appears on all desktops, but it should work without this.

In most window managers the dock type-hint takes care of this, but indeed, this was set in 4.6 too. Fixed in e43a35f.
