This has been reported on Ubuntu launchpad as

1) Release of Ubuntu:
10.04.1 LTS with Xfce (Xubuntu)
following bug occured in 9.10 of Xubuntu and is still present in Xubuntu 10.04

2) Version of the package:
xfce4-settings 4.6.4-1ubuntu3

3) What I expected to happen:
adding a new shortcut including shift-key and a special character or shift-key and a number (on a german keyboard layout) should add the working shortcut

4) What happend instead:
the shortcut <shift>key is translated to <shift>(<shift>key) and therefore not working.

X) Example:
entering <shift>, results in <shift>semicolon which is <shift>(<shift>comma) on german keyboard layout
entering <shift>+ results in <shift>asterisk which is <shift>(<shift>plus) on german keyboard layout
entering <shift>1 results in <shift>exclam which is <shift>(<shift>1) on german keyboard layout

Now almost all keyboard shortcuts don't work if user changed keyboard layout with xfce4-keyboard-settings. I'm using newly-installed Xubuntu 11.10.
