Can you (we?) create a new option into XFCE-panel, called "Always on top" or "Always Above Windows" or "Always cover windows"? If this option is checked, the XFCE panel could be act like autohiden panel, but the panel never became hidden.

I think this is an important issue, because save space in the desktop. I was doing something similar in XFCE 4.6, using "Free movable" option.

To make it clear: I want an "autohide panel" that never became hiden. Just stay above regular windows, and anchor to a screen's border.

Does this work for you?

xfconf-query -c xfce4-panel -n -t bool -p /panels/panel-0/disable-struts -s true

Change panel-0 to you panel number - 1.
