I think it belongs to that place
http://bugzilla.xfce.org/show_bug.cgi?id=6989

Would it be possible by a setup switch to disable that. I find it very annoying, when i want to scroll down a window and by accident the mouse cursor is over the taskbar (window list), it switches the app and i have find the app again.

Agreed. This is even more a problem with laptop touchpads, that have a vertical scroll function on the edge. You try to move the curson on the task list, and accidentally scroll through all windows by hitting the touchpad's edge.

Task list preferences could allow to disable that (like in desktop switcher's preferences.)
