Currently Icon Box doesn't allow the user to re-arrange the apps on the panel, contrary to the Task list, nor to DnD on the pager to quickly move to a different workspace. The second request would concern some Win7-like eye-candy. One thing that would improve the Icon Box experience would be a pop-up window, which would appear immediately upon hovering (and quicker than the current tooltip), and would feature the wm title (as in the current tooltip) but also some oft-used wm buttons such as 'minimise' and 'close'. In a complete implementation, make these configurable in a fashion similar to Settings > WM > Button layout. Another bit of eye-candy would be a thumb included in the pop-up window described above. This would be similar to what Win7 does, or Opera when hovering its tabs. I'm wondering, though, how difficult it would be to implement this. In any case it should be optional, for user who prefer a simpler layout. Transitions. Opera's transitions---the sliding effect when quickly moving (hovering) from one tab to another---are best in the business, and should such a pop-up window ever be implemented Opera's way of handling pop-up thumbs should be a handy source of inspiration. Are any of these features already present in 4.7?
In 4.7 the iconbox and tasklist have been merged, so Dnd to the pager works for both of them. Dnd to reorder items has been removed in 4.7, instead you get proper sorting of applications (group/name/workspace). The preview window is something for the window manger, the panel sets the correct icon geometry hint for the window manager, try for example compiz. So, no dnd to reorder, all other feature have been implemented and the eye candy is for the window manager.

Technically when you want to 'group' a set of windows, you should move them to another workspace.
