Menu do not appear when I upgraded from RC1 to RC3 on my Mandrakelinux 10.1 (from Cooker RPMs). When I fire settings manager xfce-setting-show, I can see only 7 icons instead of all. The RPM packages you used have been built with glib/gtk+ 2.6 and can't work with older versions (like the one you have on your system). It's not a bug in Xfce, it's simply an incompatibility between the Mandrake packages and your system.
