When opening tabs, the terminal screens get reduced to 80x23

Terminal-0.4.5-2.fc15.x86_64 from Fedora rawhide

Opening a Terminal gives 80x24, but opening new tabs now gives 80x23 terminals (it used to grow the window to make space for the new "Tabs" row, now it doesn't).

Reproducible: Always

Steps to Reproduce:
1. Open Terminal
2. ctrl-shift-T
3.
Actual Results:  
All tabs are now 80x23

Expected Results:  
80x24 tabs throughout

This is on PC, but BZ tells me "There is no hardware called PC" (?!)
