Most projects are using exo-csource but don't depend on libexo. It would be appropriate to have this particular tool available inside the xfce4-dev-tools package renamed of course to xdt-csource.

The first two patches are for "xfce4-dev-tools" and include the compilation of the xdt-csource program. The third patch removes the exo-csource source file from "exo" and replaces it with a shell script that behaves as a wrapper for calling xdt-csource.
Added xdt-csource to dev tools and removed the translations. I'm not going to commit the wrapper application, we can remove it in the future when exo-csource is not used anymore.
