The shortcuts assigned to the Clear and Cancel buttons in the 'Compose Shortcut' dialog inhibit the assignment of Alt+R and Alt+C shortcuts. This is a regression of the 0.2.8 behavior.

Shortcuts editor has been removed, you can use menu accelerator now which also fixes this bug.
