A number of terminal emulators (including urxvt, gnome-terminal, terminator, etc.) have the option to make the bell ('\a') character set the X WM_URGENT flag on the window. This is useful for programs like irssi, which don't have an X notification system. Considering that VTE has this ability, it shouldn't be too difficult to add to Terminal.
