Maybe you have full leave/enter transparency. You can optionally open the preferences dialog with "xfce4-panel -p"

Did you migrated your old 4.6 config on the first startup? If so could you please attach your ~/.config/xfce4/panel/panels.xml file in this bug?

No, it was autocreated by panel itself. Migration failed, I have to delete ~/.config/xfce

Any chance you can rebuild your old 4.6 config (the one that failed migration) and put it in another bug? That would be very helpful.

Unfortunately, it was deleted permanently.
There were two panels, one in the bottom, one on the middle top. Bottom one had program menu button, task panel and tray. top one have 10-14 program launchers and was autohiding. Each panel had its own height and width.
