index.theme of hicolor aren't created

The /usr/share/icons/hicolor/index.theme file aren't created. Some icons on
dektop menu aren't showed, until the icon theme changed to the Rodent theme.

Reproducible: Always
Steps to Reproduce:
1. compile the modules
2. install the modules
3. run xfce and see the menu. (the logout icon aren't showed in example)

Actual Results:  
Some icons on desktop menu aren't showed

Expected Results:  
All icons are showed

this isn't relevant anymore (as of 4.2rc3), as the icon theming code now doesn't
care if hicolor has an index.theme or not.  if it doesn't, it'll use a local
copy installed to $datadir/xfce4/hicolor-index.theme.  note that all other icon
themes require an index.theme to be recognised; it's just hicolor that's handled
separately.
