Panel GtkRC

The gtkrc of my theme might just be missing something but the text label of the weather plugin does not pick up the background image of my panel. The background color is correct, though.

Attached is the part of my gtkrc responsible for the panel theming.

Drawing handling is different in master now, and I think it fixes it.
