Just as the summary says, it would be nice to be able to move icons in systray.

It could be implemented as position in Properties/Hidden applications, not necessarily by dragging and dropping icon.

Err. don't touch the bug status... WONTFIX == we (i as panel developer) think this makes no sense. INVALID == invalid bug report because the bug has no relation with the product.

I don't see why you don't have to close enhancement requests in the first place.

WONTFIX 
The problem described is a bug which will never be fixed.

Indeed, I will never fix this and never accept a patch for it in mainline, so WONTFIX looks reasonable to me.

Well if that is what you think, fine by me. But in Xfce we try to weight the benefits over the so called 'bloat'. Being the writer of the systray, I know this will add a lot of code and complicate the (already quite hard) icon positioning code in the widget (think in 'custom positions' together with alphabetically sorting).

I talked with others about this and we all agreed this is 'too much'. There already is some code to alphabetically sort the icons, which doesn't make them appear at random positions.

So that's why this bug is closed: a bunch of code for hardly no gain.

Addition of preference placement is nothing compared to UI for this list (which I don't really care for).

You just have to be aware that sorted list can be easily re-sorted with addition of preference prefix.  SysV init is doing the same thing.

I am aware that you won't do it but please stop bullshitting me already...
