The big window is System Monitor (Järjestelmän hallinta) and the little one on right is Network Manager Applet.

Every time I start System Monitor (Järjestelmän valvonta), the whole window is
a huge graphical mess. Same happens for Network Manager Applet when it displays
something when I plug ethernet cable in and out. They seem to work fine, but
since I can't see what's happening, it's kind of pointless.

I'm using a fresh install of Xubuntu 9.10. My computer is IBM ThinPad T30,
here's some specifications:

Do you have the compositor enabled?

No, I don't have it enabled.

Then I do not see how this can be a bug with the window manager. Did you check with Xubuntu?
