Ever since I use a composited desktop, Terminal is the only application which displays a translucent menu bar and tab bar. Since there is no real gain and the amount of transparency is not configurable, this should be removed or made optional.
Hi I don't think that this is related to the Xfce terminal. Do you use a theme using the murrine engine? If so, ask the murrine engine maintainer a way to disable the RGBA support of his engine: http://www.cimitan.com/murrine/

There must be something special Terminal is doing because it is the only application on my system which does this. Not even Thunar nor any other Xfce application does this.
If you have compositing enabled the terminal uses an rgba colormap for true transparency (whether you have that enabled or not), so it's a bit different then other applications. This is also something that cannot be set "on the fly", so what i could do is implement an environment variable TERMINAL_DISABLE_RGBA or something like that.
Menu bar and tab bar are not transparent anymore.
