Set tooltips timeout a bit lower than plugin update timeout.

Tooltips are missing if gtk+-2.16 is used, gtk+-2.12 works fine.

Attached patch is a workaround similar to bug #5177.

Fixed in upcoming release, by replacing uses of the deprecated GtkTooltips api with the newer GtkTooltip.
