Sure. Simply don't run it. For Xfce 4.0.6 you have to edit ~/.xfce4/xinitrc (copy it from the system location, e.g. /etc/xfce4/xinitrc, if necessary). Replace 'exec xfce4-panel' with something else. For Xfce 4.1.x with the session manager, you can simply kill the panel ('pkill xfce4-panel'), run starterbar from the run dialog and on logout save the session. Btw, this is definitely a configuration question and a good example of something that can better be discussed on the mailing list.
