If tumblerd is not already launched, thumbnailing does not work because tumblerd is not launched automatically in that case. Launching it by hand makes thumbnailing work.
Moving to tumbler as this is not a Thunar bug.
As a start, org.freedesktop.thumbnails.Thumbnailer does not match the .service filename, changing this does not fix the problem tho.
THis is fixed in git master.
