xfce4-settings-helper should not be started in gnome session as it's messing up keyboard configuration (and possibly other things). As a result, keyboard autorepeat rate and delay are either reset to defaults or overriden after startup. Removing xfce4-settings-helper from autostart lets gnome-settings-daemon properly finish his tasks and keyboard is set up correctly according to settings in Gnome control center.

Possible solutions:
 1. in xfce4-settings-helper check if we're running under gnome-session and deactivate conflicting modules.
 2. add "OnlyShowIn=XFCE;" line (or equivalent) into the /etc/xdg/autostart/xfce4-settings-helper-autostart.desktop file.
