I'm not sure what do you mean, those strings are translatable, they are just new and the translations are not yet updated.

 The dialoag is displayed correctly in r7118.
 Please forget this one.

* Add new items dialog

 My first report was not exactly.
 Description of Blightness plugin is translatable but English strings is still displayed.
 Description of Inhibit plugin is untranslatable.

I confirmed in LANG=ja and Japanese translation is complete at least r7118.

Fixed in r7119, please check it out and confirm, i'll mark this bug as fixed, please re-open in case is not.
