This issue was reported during the 3/19 Fedora test day.

Even though the Resolution pulldown contains options, changing the resolution and clicking "apply" has no effect on the display.

This has been reproduced in 4.6.0 built from source, and within the Fedora packaged version of XFCE.

When this behavior is exhibited, we are able to change the resolution on the command line using xrandr.

This has been reproduced on this hardware:
- Dell Optiplex:
01:00.0 VGA compatible controller: ATI Technologies Inc RV516 [Radeon X1300/X1550 Series]
- KVM virtual machine:
00:02.0 VGA compatible controller: Technical Corp. Device 1111
