The keyboard repeat rate works as expected, while the initial key repeat delay does not seem to have any effect.

With xfce-settings-editor, I can see that the repeat rate goes into

  keyboards/Default/KeyRepeat/Rate

while the delay goes in

  keyboards/DefaultKeyRepeat/Delay

which is quite suspicious ;-)

Problem:
Changing repeat delay settings under Keyboard settings in XFCE Settings Manager has no effect.

To reproduce:
1. Open Keyboard settings
2. Test repeat delay using test box at bottom
3. Change repeat delay setting to 0
4. Test repeat delay using test box at bottom

Expected:
No repeat delay.

Got Result:
Default repeat delay.

Bug 5335 has an easy fix for that, it's a simple typo in the property name. I guess it would be a good idea to commit this to master and to the stable branch.
