The shortcuts defined in "Keyboard Settings" and "Window Manager Settings" don't change after running setxkbmap, including the first time setxkbmap is run during X startup.

I have following settings in xorg.conf:

    Option "XkbLayout" "pl,gr"
    Option "XkbVariant" "dvorak_quotes,"

When I run startxfce4, keyboard shortcuts are set as if I were using us-qwerty and ctrl+alt+arrow shortcuts in XFWM don't work at all. When I start Xfce from display manager, all shortcuts are fine.

I think that it's not a symptom of GTK bug #162726, because other GTK apps update their shortcuts after setxkbmap is run. #162726 occurred only when layouts were switched without changing maps.

Yes, this is known in the 4.4.x series. I wouldn't expect it to get fixed. 4.6 does not have this problem.
