I mark this as duplicate of 3990.
I have started working it and in my private test version I see also Toronto,
so this will be fixed when 3990 is fixed. 
As Xfce 4.6 will be out soon, I am targetting Orage 4.7 with this fix, which
is actually rather big enhacement.

Move this to /usr/share/orage/zoneinfo/ directory and replace the original
zones.tab (take backup first)

Copy this to your /usr/share/orage/zoneinfo/America folder.

I created small patch for you if you want to get Toronto to ORage sooner.
You need to copy the attached two text files into your zoneinfo directory:
cp zones.tab to /usr/share/orage/zoneinfo/
(Remember to take backup as it overrides the old zones.tab)
and 
cp Toronto.ics to /usr/share/orage/zoneinfo/America

Set protections the same than for other files.

After that restart Orage and America/Toronto should be available as timezone
