When the cursor is over a space character, only the borders of the cursor are
visible, when the terminal window is inactive (like xterm) but when the cursor
is placed on any character, it stays filled (unlike xterm).

Is this behavior intended?

This is still true for Xfce 4.6.0 (Terminal 0.2.10)

This is an issue in the VTE widget so report in there (gnome bugzilla) if you still have this problem, but it seems to work fine here.
