window manager shortcut editor doesn't handle the shift key properly

if i use ctrl+shift+2 in the shortcut editor for an action, the editor displays
"Control+at" (@ sign, i presume) as the shortcut.  however, pressing ctrl+2 is
enough to activate the shortcut.  if i manually edit the keythemerc file and
change the shortcut key to "Control+Shift+2", it works as intended.
