I'm attaching a patch to fix the building of the Xfconf perl bindings on Cygwin, where symbols must be resolved in order.

perl make options patch

This is another patch, based on ImageMagick, to allow passing arguments when running Makefile.PL.  For example, with a value of INSTALLDIRS=vendor, the bindings will be installed into vendor_perl instead of site_perl, to the benefit of downstream packagers.
