This issue was reported on Ubuntu Launchpad as:

Xubuntu 8.10, screen resolution 1280x800

Application -> Settings -> Settings Manager -> Window Manager.

Size of window is insufficient for tab "Keyboard" to see shortcuts. Please make this window a bit wider to avoid annoying resize.

Depends which branch, for 4.4 it's a "wontfix", and for 4.6 key themes are no longer, so this gives sufficient space for the shortcut. 

Or course, this is locale dependendent and if someone comes with a translation that uses very long shortcut definitions, that won't fit, but there is no real solution to that.

Original reporter considers this issue resolved in Xubuntu 9.10 with Xfce 4.6.1. Thanks for trying to help.
