Scrolling stops funtioning correctly

I am running Mandrake 10.  When using Xfce4.2 wheel scrolling does not work. 
Using the mouse causes the browser to go back and forward and nautilas and
Konqueror move side to side.

Also I say that xfdesktop is broken because of the arts lib.  I think it's a
show stopper.

the only way to "fix" this is to disable SVG icon loading entirely.  or require
the latest versions of libart_lgpl/librsvg, which isn't as easy as you might
think, as nothing in xfce4 actually depends on these packages.  i'll look into
trying to do runtime detection of the versions.

Please don't put two bugs in one report. 

Scrolling has nothing to do with Xfce as far as I know. The bug is in X or Gtk
or  it may be a configuration issues with either of these.

The scrolling stuff really looks like a dpuplicate of
http://bugzilla.xfce.org/show_bug.cgi?id=440 which is a Mandrake thing (ie fix
Mandrake first)

This is not an Xfce bug. Either an X configuration issue, or a bug in X or gtk.
