The panel doesn't do 'fullwidth' (or full height in this case) when oriented vertically. 

Well, it does when you configure it that way... but it doesn't use the setting on startup.

The config-dialog shows it's configured, the panel gets set full-width when it is re-configured... but it won't be full-width on startup.
