If I had a nickel for every time someone said this and it turned out not to have anything to do with xfce... Check the keyboard settings dialog for repeat rate settings. Check 'xset q' output and see what it says for keyboard repeat settings. Do they match?
Ok, I'm stupid, this is just because "Enable key repeat" seems to be set to off by default. I didn't even know that such an option existed. I think it should be enabled by default.
