Float panels get 'fixed' to the upper-left of the screen. They can't be moved from there.

It seems that you can drag it to any place (the panel follows the mouse while 'drag'), but when you release the mouse button it drops again in the upper-left corner.

I've tried to edit panels.xml but there is no so much documentation and I can't see a 'in the middle of the screen' good float panel configuration. What I tried:
 * change xoffset & yoffset
 * change screen-position

but after 'change + save + start xfce4' the values are back to the previous:
 * xoffset & yoffset 0
 * screen-position 13

When I create a new float panel it has the same error. The error is present with horizontal and vertical orientation.

This error starts to occur yesterday. Nothing changed in the system. The files are u+rw and owned by the current user.

Xfce 4.4.2 + Arch Linux up-to-date

Old bug. If you can still reproduce this with Xfce 4.6, then please reopen.
