When a new account is created for a user and the Xfce configuration has the xfce4-notes-plugin in the panel and the user logs in for the first time, the notes show up after the panel loads though the system-wide value for ShowOnStartUp for the notes plugin is set to 0. However, after closing the notes and logging out and back in, the notes no longer show on start-up.

Reproducible: Always

Steps to Reproduce:
1. Make sure the system-wide "default" configuration for Xfce has the notes plugin in one of the panels.
2. Create a fresh user account.
3. Log in into user account.

Actual Results:  
I get what i explained under "Details."

Expected Results:  
Not show up on start-up.

I'm running Xubuntu 8.04.

I made a change in the current svn (r7895) (which is far away from the version at the date of this bug). The initial note is not shown.

Sorry for the delay, but thanks for giving light to this issue.
