Autohide is turned on.  I right-click on a panel item and choose Properties. 
Then I want to change its position in the panel. Since the panel is set to
autohide, I get no feedback about the repositioning.  IMHO the panel should be
set to 'always show' as long as a property dialog is open.

I agree. In fact, I thought it already did that ;-)
