This worked in xfce4 version 4.0.6 where it was possible to change the default
(Sunday) in the configuration xml file. New version does not read that line:   
    <option name="XFCalendar/StartDay" type="int" value="1"/> 
anymore. 

In the new gtk+ version 2.4 this works automatically based on locale settings,
but  in 2.2 it does not work. And I think 2.4 is not the requirement yet ?

That's a tricky case: if I give the ability to choose the first day of week, as
it works with GTK 2.2, users with GTK 2.4 will complain that there's a bug, it's
impossible to choose the first day of week. If I remove it, GTK 2.2 users may
complain too. I had to make a decision, and since 2.4 is the future, I decided
to remove the feature.
