On version 1.6.0 there is no such option. This is a useful option because it removes some clutter from the taskbar. I always had my notes "Always on Top" so I could always see my notes, but it didn't interfere with my taskbar list. Now it does. Why was this option removed? I'd like to request it be added back. This issue is explained in the README file. The 1.4.x serie did this "not" properly. From the README file: You most probably want to tweak Xfwm4 by disabling the “Skip windows that have skip pager or skip taskbar properties set” (cf. Settings > Window Manager Tweaks > Cycling). The reason is that the notes plugin sets the skip pager hint so it doesn't clutter your pager, but you still want to access your notes by cycling to them (Alt+Tab by default).

Will it be OK to set an option for the taskbar hint, tweakable in the on-coming-or-better-somewhere-in-the-todolist configuration dialog?

Sorry for the delay. It is currently possible, but only with Xfce 4.5. Note: the first alpha version for Xfce 4.6 is due to next week end! It has been commited into r4688.
