The problem seems to occur only when the panel is vertical. Setting horizontal and then back vertical solves the problem. Make the panel with the systray plugin vertical 2. Launch xchat 2.8.x with systray enabled => the tray icon is not there 3. set the panel horizontal => the icon appears

Could you try the systemtray in the 4.5 / Trunk Panel? First alpha of Xfce 4.6 will be release this weekend.
Works for me, using xchat a lot. Please reopen if you can still reproduce it in the 4.6/trunk panel.
