autohidden panel does not raise when using compiz as WM

Fixed position auto-hide panels (bottom and top of the screen) never get raised when using compiz-fusion WM. Calling the panel settings does bring them up, so they haven't crashed. 

Looks more like compiz bug, will try to post in their bugzilla too.

Reproducible: Always

Steps to Reproduce:
1. start XFCE session
2. start compiz-fusion
3. try reaching for any panel

Looks like there are some well hidden options within compiz, which deal with screen edges/corners (e.g. Expo, Maximize, etc.) and these prevent mouse events from reaching xfce4-panel. Disabling all these options fixes the bug.
