I have the shortcut ALT+F1 assigned to Raise window.  However, when I press ALT+F1, I get the Xfce 4.4 Documentation instead.  I have no way to adjust the shortcut that's assigned to xfhelp4.

The documentation shows the Window Manager window with Window shortcuts and Command shortcuts, however the actual window that appears is missing the Command shortcuts.

Reproducible: Always

Steps to Reproduce:
1. Settings -> Window Manager Settings
2. Click Keyboard tab
3. Reassign ALT+F1 (in my case to Raise window)
4. Test

Actual Results:  
Xfce Documentation starts instead of window being raised.

Expected Results:  
Expected the window to be raised.

Documentation is inaccurate.  The image shown in the example is not what appears when opening the Window Manager Settings.

I'm using Xfce 4.4.2.  This bug appears to have been fixed in this version.  I was successful in assigning ALT+F1 to raise a window.
