The dialog is actually part of xfce4-session. It works fine for me though. If I'm not mistaken, Ubuntu uses a patched version of the dialog with additional options. In that case, I think it might be an Ubuntu bug.

You were right, there is a patch to add hibernate/suspend... options but the .pot files are not regenerated...
