xfdesktop&xfrun4: command locale settings don't work?

If I want to call command with locales' modificators, for example:

LC_ALL=ru_RU.UTF-8 LANG=ru_RU.UTF-8 wine "/media/c/Program Files/ICE Book Reader Professional Russian/ICEReaderRus.exe"

xfdesktop do nothing, xfrun4 (called by Alt+F2) said:
"Failed to execute child process "LC_ALL=ru_RU.UTF-8" (No such file or directory)"

Can I work around this?

There's no shell involved here; it just runs executables and tacks on arguments.
