The file ~/.config/xfce4/helpers.rc doesn't support arguments.  However it would be good for some terminals to be able to pass arguments.

If I put ``TerminalEmulator=urxvt -pe tabbed'' or ``TerminalEmulator="urxvt -pe tabbed"'' the exo-open --launch TerminalEmulator command fails to run the terminal.

Err, you kinda misunderstood the helpers.rc purpose: It does not contain commands to run, but the basename of .desktop files that tell exo-open how to run a certain command. I suggest you use the preferred applications gui to enter a custom command instead of trying to mess with the config files. ;-)
