Windows which have been behind other windows and have been moved from one workspace to another and back are suddenly placed above all other windows.
Steps to Reproduce:
1. Open two windows
2. Use the right mouse button to move the window behind to another workspace and back
3. See it suddenly in front of the other window
The window originally in the background is in in the foreground.
The window should stay in the background and keep its z-order.
Windows that get moved between workspace get raised. That makes a lot more sense and avoid a lot of weirdness.
