before it was possible to put the panel behind the windows (in fact the panel was behaving like an other window, i.e. behind by default, and on top when one clicked on it, or always on top, or always behind the windows). It was very conveniant, and we can find this behavior on mac osx, KDE, WindowMaker and so on.

It's no longer the case, it seems it started from this time :

It's quite annoying to have the panel always on top for some people, it could be nice to have to option to put it behind

The purpose of the panel is to be always visible and accessible. I personally am not interested in adding an option for this. It is actually the window manager that keeps so called dock type windows always on top and I think that's a very reasonable point of view. 

If you don't want the panel visible all the time, you can use the autohide feature, but I guess that is not exactly what you want.

I am going to close this request, but if you feel very strongly about it you can reopen it.
