If I recompile xfdesktop the background and panel plugin menu are not shown
on click. I have to restart/reload the panel and xfdesktop.

That's probably because you've overwritten a busy dlopen()ed library.  I'm not sure why you'd want to update xfdesktop and then *not* restart it.
