Copy of Gentoo bug 171667 (http://bugs.gentoo.org/show_bug.cgi?id=171667) posted upstream as per request

If Xfce4 panels are set to "freely moveable" and put at the top of the screen
(height offset = 0) then when Xfce4-panel or Xfce4 is reloaded they will always
be at the top-left corner, regardless of position saved.

A workaround is to set the offset to 1 manually in the panel.xml file, so it
appears to simply be a problem with 0-values :)

Reproducible: Always

Steps to Reproduce:
1.create a new panel
2.set it to freely moveable and normal width
3.move it to the top of the screen, in any position but the top-left corner
4.reload xfce4-panel, or xfce4 itself
Actual Results:  
panel position is reset to 0,0 (top-left corner)

Expected Results:  
panel position loaded correctly from panel.xml file
